General Manager
Charles (Chuck) Pattillo
The Prison Industry Board appointed Mr. Pattillo to the position of General Manager of the California Prison Industry Authority (CALPIA) on
March 23, 2007. The Board previously appointed him Executive Officer in May 2005, a position which he still holds. Prior to that, from March
2005 through March 2007, he served as the Chief Assistant General Manager of the CALPIA.
Mr. Pattillo previously worked at the California State Legislature as Chief Consultant to the Joint Legislative Audit Committee, and Chief Fiscal
Consultant and Deputy Chief of Staff to two Assembly leaders. He began his State public service in 1989 as a Financial Auditor for the California
Department of Finance, after serving six years active and reserve duty with the United States Army.
Mr. Pattillo is a graduate of California State University, Sacramento, with a Bachelor of Science Degree in Finance.
Assistant General Manager, Operation Division
Scott Walker
Mr. Walker has more than 21 years of experience with the CALPIA. His career began in 1986 at Folsom State Prison as an Industrial Supervisor.
Since that time, Mr. Walker has worked at every level within the Operations Division of CALPIA and at several California Department of Corrections
and Rehabilitation institutions.
Assistant General Manager, Administration Division
Devin Fong
Mr. Fong began the assignment of Assistant General Manager of Administration in August 2012. Previously, Mr. Fong served as CALPIA’s Chief of Human Resources.
Prior to coming to CALPIA in 2010, Mr. Fong worked as the Chief of the Labor Relations Section for the Department of Developmental Services.
His experience in administration started in managing employment matters with several departments within California’s Health & Human Services Agency with the Sacramento
based Legislative and Association Consulting Group Western, Murch & Associates, Inc. He later transitioned to the California Correctional Peace Officers Association where
he was responsible for representing unionized and excluded peace officer employees in all areas within the California Department of Corrections and Rehabilitation.
Mr. Fong is a graduate of California State University, Sacramento, with a Bachelor of Arts in Communication Studies and a minor in Labor Studies.
Assistant General Manager, Marketing Division
Lee Dorey
Mr. Dorey returned to CALPIA in June, 2012 after working for five years as Chief, Procurement, Business Services and Logistics Division,
California Emergency Management Agency (formerly the Governor’s Office of Emergency Services and the Governor’s Office of Homeland Security).
Prior to this, Mr. Dorey worked at CALPIA from 1997 - 2007 in various marketing and administration positions, including, Sales Manager, Chief,
Procurement & Business Services, Product Manager, Sales Account Representative and Sales Assistant. He began his career in State government
in 1993 at the Department of General Services, Office of State Printing. Previously, he held management positions at A.T. & T., Raley’s and
Longs Drug Stores.
Mr. Dorey is a graduate of California State University, Sacramento, with a Bachelor of Arts Degree in Communication Studies and minor degrees
in Business Administration and Government.
General Counsel
Jeff Sly
Mr. Sly is the General Counsel for the CALPIA. He began his legal career in 1991 as a Navy Judge Advocate General. Following his military career, he was in
private practice and served as Commission Counsel with the Fair Political Practices Commission and Staff Counsel with the Department of Corrections and Rehabilitation
before joining CALPIA in April 2006.
Mr. Sly is a graduate of the California State University, Sacramento, with a Bachelor of Science Degree in Finance; a graduate of Golden Gate University School
of Law, and is licensed to practice law in California and Michigan.
Chief, Office of External Affairs
Eric Reslock
Eric Reslock joined CALPIA in September, 2010. He started state service as a 1996 Jesse Marvin Unruh Assembly Fellow in the California State Assembly, and spent
six years there. He then worked as Legislative and Communications Director for an elected member of the State Board of Equalization before joining CALPIA.
Mr. Reslock is a 1996 graduate of Thomas Aquinas College great books program.
